If you are watching your logs or Google Search Console and you see frequent Googlebot visits, it feels like Google is paying attention. But you still see little to no traffic, no stable keyword positions, or no sign that your pages matter in search.
That pattern is real, and it happens because crawling, indexing, and ranking are separate systems. Crawling means Google fetched the page. Indexing means Google decided to store it in its search database. Ranking means Google chose it for a query and placed it somewhere on a results page.
That separation explains two common Search Console labels. “Discovered, currently not indexed” means Google knows the URL exists but has not crawled it yet, often because it scheduled the crawl for later to avoid overloading a site.
“Crawled, currently not indexed” means Google fetched the page but still chose not to add it to the index. Neither label tells you that a page ranks, only that it sits somewhere in the crawl and index pipeline.
Once you accept that heavy crawling can coexist with weak visibility, you can ask the right next question: why does Google keep coming back?
Why Google keeps crawling pages it won’t rank (system separation and prioritization)
Googlebot follows a simple loop: it pulls a URL from a crawl list, fetches the document, extracts links, and adds new URLs back into crawl lists. That behavior does not mean Google views your site as an authority or plans to rank you well. It means Google can reach your pages and has reasons to refresh what it sees.
Google can also schedule recrawls based on signals that sit upstream from ranking, such as past performance, links it finds across the web, and patterns that suggest your pages change. A small site can still see frequent crawling if Google keeps encountering its URLs through internal links, external links, or sitemaps, or if Google’s systems think checking again has value.
Indexing and ranking happen downstream, and they can diverge from crawl activity, which leads to the real blockers that stop your pages from becoming candidates.
Mechanisms that prevent ranking after crawl: not indexed, devalued, or outranked
After a crawl, three broad outcomes explain “I get crawled but I do not rank.” First, your page may not enter the index. A noindex meta robots tag tells Google it may crawl the page but must not index it.
A robots.txt rule can block crawling, which can keep Google from seeing content at all. Even without an explicit block, you can end up with weak index coverage where many URLs sit in “crawled, currently not indexed,” which Search Console flags when Google decides not to keep those pages in the index.
Second, your site can enter the index but still struggle because of technical or policy gating. If your site has major technical problems, Google may have trouble loading, rendering, or trusting what it finds. Speed issues, HTTPS problems, or conflicts from plugins or themes can all reduce performance and hurt visibility.

Third, your pages may be indexed but lose ranking slots to stronger options. Competition can beat you even if you did basic on page work. Intent mismatch can also block you. If searchers want a how to guide and you offer a sales page, Google can choose other pages that fit the query.
Content quality issues play a big role here, especially thin pages, duplicate or near duplicate pages, and content that lacks anything new. Some site wide patterns, like many similar pages or “test” and “under construction” pages in a sitemap, can also line up with widespread “crawled, currently not indexed.”
In community guidance, people often describe this as consistent with quality filtering and, in some cases, SpamBrain style suppression tied to duplication or spam like patterns.
Links can be the final gate. Weak internal linking leaves pages orphaned, so Google treats them as less important. Few quality backlinks can keep a site from earning enough authority to compete.
These mechanisms shape what you should expect once crawling continues but rankings do not.
Implications: what this means for traffic, stability, and Google’s page selection
Frequent crawling is not proof that you will rank, and it is not proof that Google values your content. A page can stay excluded from the index, or it can sit indexed but remain invisible for the queries you care about because other pages match intent better or because competitors have stronger authority.
That is why you can see impressions without meaningful clicks, or you can see no impressions at all even while crawls continue.
You can also see ranking swings without changing a page. Google can recalculate indexing and ranking decisions as it refreshes data, rechecks duplicates, or reweighs signals across your site and competitors.

Since this pattern affects expectations more than it answers causes, you need a diagnosis order that separates “not indexed” from “indexed but not ranking.”
Action: diagnose in order, then fix the highest leverage blockers
Confirm whether Google has your pages at all. In Google search, use the site: operator with your domain, then try site: with a full URL for a key page. In Search Console, use URL Inspection on the same page to see whether it is indexed and what Google chose as the canonical URL.
Next check index coverage in Search Console to see which pages sit in “excluded,” “error,” or “crawled, currently not indexed,” and read the reason attached to each group. If you run WordPress, check the Reading setting for “discourage search engines,” and check your SEO plugin search appearance settings to confirm you did not noindex the content type by mistake.
Also look at the page source for a noindex meta tag, then review robots.txt to confirm it does not block important paths. Make sure the XML sitemap stays current, submit it in Search Console, fix crawl errors like 404s and bad redirects, and request indexing for your most important pages after fix blockers.
If Search Console shows the page is indexed but it still does not rank, shift to relevance and authority. Improve internal linking so important pages receive links from related pages, and fix orphan pages that have no incoming internal links.
Consolidate duplicate or near duplicate pages, and when merging content use a 301 redirect from the weaker URL to the stronger one. Rewrite content to match the intent on the results page, target less competitive long tail queries until you build traction, and add unique value such as original examples, firsthand experience, or data that competitors do not have.
Also check the Manual Actions report, and address technical basics like speed, HTTPS, hosting quality, and plugin or theme conflicts that can hurt crawl, render, or user experience.
Once you separate indexing problems from ranking problems, your fixes become focused, and your crawl activity starts to work for you instead of confusing you.
